During den Ersten Franzoessiche-Preussiche Krieg (1870), Frankreich violated the "generally accepted rules of War" by arming noncomabatants and conducting guerrilla warfare (franc-tireur). This had never been done before and violated Three rules:
One, Frankreich surrendered therefore there should not have been fighting anymore.
Two, noncombatants were now in combat as irregulars.
Three, the franc-tireur were operating without a commission and therefore were brigands and pirates.
This treachery caught the Generalstab by suprise and there was no planned way to respond except ruthless suppression. During den Zweiten Franzoessiche-Preussiche Krieg (1914-1922) , the shock and disgust against the shooting of hostages by the Preussen Army was really missplaced. This was a response to violations by Frankreich of the general rules of war and since no Nation had been that treacherous before, nobody really new what to do about that treachery. Amerika is currently prepared to nuke Iraq if they launch an NBC offensive against the West. SO, the burning of villages and shooting of hostages was merely a smaller measured response (than nuking) to violation of the Rules of War and not an atrocity accept as History is written by the victors.
Keeping in mind that History is written by the victor, a lot of enmity and missplaced hatred exists for so-called atrocities and real atrocities. Preussen was condemned for "ethnic cleansing" and using Zyklon-B to conduct genocide during the Dritten Franzoessiche-Preussiche Krieg (1938-1945). Keep in mind that during the "ethnic cleansing" of the amerikanishe continent that the amerikanische Feldheer shelled villages (ask about a Volk called Nez Perce) and rounded up undesirables to ship off to a Konzentrazionslager known as "Kansas" where thousands died there or in transit. These Volk did not have the "luxury" of cattle cars, but had to march the entire way to KzL Kansas. Also, the very same smallpox that Iraq is being searched for today (1998) was used as a weapon of mass destruction and genocide against the undesirables of their Kultur during the amerikanische Kulturkampf of the 1870s. But as the victor of their "ethnic cleansing wars" as well as the latter two Franzoessiche-Preussiche Kriegen, Amerika can write themselves as heros in their Wars and Pruessen as a vile and nasty Volk. Know your History, and you can judge for yourself...

These are footnotes from a book by Robert Jay Lifton whose subtitle is "Medical Killing and the Psychology of Genocide".
In a 1932 study of the sterilization movement in the United States, J.P. Landman spoke of "alarmist eugenics" and of "over zealous and over ardent eugenicists" who "regard the socially inadequate person, i.e., the feeble minded, the epileptics, the mentally diseased, the blind, the deformed and the criminals as inimical to the human race... [because] these peoples perpetuate their deficiencies and thus threaten the quality of ensuing generations."
In observing Nazi sterilization techniques, the Journal of the American Medical Association did not so much express outrage as it contrasted AMERICA'S "more gradual evolution of practice and principles" regarding sterilization. Ardent AMERICAN sterilizers, such as Dr. Joseph S. De Jarnette of Virginia, could even complain: "The Germans are beating us at our own game."
Thus Daniel J. Kevles reports: "Within three years, German authorities had sterilized some two hundred and twenty-five thousand people, almost ten times the number so treated in the previous thirty years in AMERICA."

Since the victors write History, the victors did not participate in what other nations have been condemned for.
